Professional Biography
Thomas Cisco has dedicated more than 26 years to public safety, emergency management, and 9-1-1 leadership. His career began with honorable service in the United States Army as a Combat Engineer, where he developed the leadership, discipline, and integrity that continue to guide his professional career. During his military service, he also served in administrative management, intelligence operations, and as a Public Affairs Officer in Germany, gaining valuable experience in communications, planning, and organizational leadership.
Following his military service, Thomas held leadership positions in manufacturing and local government, including serving as the youngest elected mayor in the State of Ohio. He later transitioned into emergency management, serving as Emergency Management Director for Shelby County, Ohio; the University of South Florida; Madison County, Florida; Volusia County, Florida; and currently as the Emergency Management and 9-1-1 Director for Forsyth County, Georgia.
Throughout his career, Thomas has led emergency operations during 13 federally declared disasters, including major flooding, severe winter storms, hurricanes, and other large-scale incidents. He has also developed nationally recognized emergency management programs, directed comprehensive preparedness initiatives, and trained hundreds of emergency responders as an Incident Command System instructor.
A respected leader in emergency management, Thomas has earned both the Georgia Professional Emergency Manager (GPEM) and Florida Professional Emergency Manager (FPEM) designations. He has served on professional certification committees and evaluated emergency management programs and exercises throughout the region.
As President of the Georgia 9-1-1 Directors Association, Thomas is committed to strengthening collaboration among Georgia's Public Safety Answering Points (PSAPs), developing future leaders, and advancing the Association's mission of serving as One Voice for Georgia's 9-1-1 community.
