In attendance: Greg Whitaker, Debbie Vance, Jason Lawson, Trisha Orr, Barry Woodward, Deidra Moore, Ricky Harlowe, Melissa Alterio and Michael Nix.

Meeting opened: 10:33 by President Barry Woodward

President Woodward made board appointments of Deidra Moore as Secretary, Debbie Vance Vice President and then swore in all new officers.

Minutes of Oct, 2018 meeting were presented. Motion was made to accept by Ricky Harlowe, second by Deidra Moore. No discussion. Motion passed. Minutes of the Dec. 2018 email voting for new officers was presented. Motion to accept made by Trisha Orr, second by Jason Lawson. No discussion. Motion passed.

Treasurer report: There was none given.

Michael Nix (GECA) spoke to the board stating he looks forward to working with the 911 Directors Association and will forward any legislation to the board. There was no legislation this past year that will affect 911. We had discussion about some problems with submissions of the sur-charges. Michael assured us he had already met with AT&T and their accounts would be reflected in the submission due in April. He will be speaking with Verizon this week. He asked that all centers look at their payments cumulatively as it will take some phone companies to catch up but the total for the year will even out. He then told us about a grant that was submitted for Next Gen that will be a total of approx. 6.5 mil total to the state. With this GECA will be working on a strategic plan, phase 2 state GIS office will set up pilots referencing creating cyber security for the state and phase 3 training throughout the state and setting up a 911 Directors Academy at GPSTC and developing a 6 hour Next Gen class for Telecommunicators. Each PSAP will get $10,000 for training with approved training.

It was discussed about putting Troup County in the SW sector of the state instead of NW. Motion was made by Greg Whitaker, second by Debbie Vance. No discussion. Motion passed.

Board reviewed new bylaws that went into effect Jan. 1, 2019. They are posted on the new website.

The APCO/NENA training session in Brasstown in Sept. was discussed and it was decided to hold a meeting of the Association and host a meal. Debbie Vance will make contact with Lynn Smith.

Melissa Alterio wanted it noted in the minutes that Roswell will host an Association meeting.

Life membership was discussed and Barry Woodward nominated Mike Smith. Greg Whitaker made motion to accept Barry’s nomination with a second by Trisha Orr.

Motion passed. Once Mike is totally vetted for Life membership voting will be placed on the website for all members.

Jason Lawson asked the board to find a way to honor Debra Nesbitt with ACCG for all the work she does on behalf of 911. That will be explored by the board and announced at a later date.

Motion was made by Greg Whitaker to adjourn with second by Deidra Moore. Meeting was adjourned at 11:41.
